4. Section 3 of the Opium Amendment Ordinance, 1910, Amendment
is hereby amended by the addition of the following sub- of Ordinance section :---
(4.) Any person committing au offence against this section shall on summary conviction be liable to a penalty not exceeding $2,000 or in default of payment thereof to imprisonmont with or without hard labour for any term not exceed ing twelve months."

5. Section 4 of the Opium Amendment Ordinance, 1910, Repeal of is hereby repealed,
section 4 of Ordinance No. 11 of 1910.
Objects and Reasons.
Clause 2 postpones the cominencement of the Amending Ordinance until the expiration of the present farmo.
The new definitions are introduced as it was found by experience that the existing definition of "Opium Divao was too narrow to secure convictions in several cases, The other amendments are introduced primarily to increase the control of the Superintendent of Imports and Exports over the movement of raw opium and is necessary to give full effect to the Hague Opium Conference and to the agree ment between Great Britain and China whereby only certified Indian opium may be imported into China, and also to regulate the purchase of prepared opium in the Colony with a view to preventing illicit export.
The Bill also requires the Farmer to give security for the integrity and good behaviour of certain of his servants and gives Revenue Officers some of the powers of the Police.
